The Government is responsible for:

  • Planning, organising and developing education, research and language policies and legislation;
  • Developing national development plans in the areas of education, research and language policies and guaranteeing their compliance with the national development plans in these areas;
  • Organising the funding, completion and assessment of the results of development plans;
  • Exercising state supervision over the activities of educational institutions regarding provision of education and the fulfilment of national study programmes and other educational standards;
  • Exercising state supervision over education institutions;
  • Managing state gymnasiums;
  • Planning and developing national study programmes and other educational standards and organising their preparation and accreditation.

 

Governmental agencies in the field of education are: Foundation Innove and the Estonian Educational and Research Network (EENet).

 

Regional

No competencies remain at the regional level..

 

Local ​

 

Local authorities are responsible for the organisation, in the rural municipality or city, of the administration, organisation and maintenance of:

  • Pre-school child care institutions;
  • Basic schools;
  • Secondary schools;
  • Hobby schools;
  • Students' transport.
