Central

The central government is responsible for:

  • Developing and managing the implementation of vocational state policy in the field and secondary special education;
  • Legislation, national policy and strategies;
  • Coordination of the activities of the republican bodies of state administration, education departments of regional executive committees, Minsk city executive committee of the education Committee;
  • Defining categories, direction and content of training programs, retraining and advanced training of teachers of institutions of vocational and secondary special education and analysing the results of its implementation;
  • Organizes the work on scientific and methodological support of vocational and specialized secondary education in terms of monitoring the quality of education, developing activities aimed at improving the activities of educational institutions;
  • Research and development to ensure the development of vocational and secondary special education, monitor the implementation of tasks, implementation of research results, preparation of relevant reports;
  • Provides a uniform procedure for working with documents in accordance with the regulations on records management and archival business, the quality of their training and performance in a timely manner;
  • Ensures the implementation assigned to the Ministry of problems on cooperation with international organizations, foreign legal entities and individuals operating in the field of vocational and specialized secondary education, including on the exchange of learning technologies, training programs, experience in the organization of vocational and secondary special education and others;
  • Organizes the management, an annual updating (updating) of computer data bank of talented young people from among students of institutions of vocational and secondary special education.


Regional

Regional authorities are responsible for:

  • Prepares proposals on the abolition of regulatory legal and other legal acts, amendments and additions to the normative legal acts of the Ministry of vocational and Secondary special education, summarizes the law enforcement practice, and makes proposals for its improvement;
  • Organizes the activity of the institutions of republican subordination in implementing vocational and secondary special education training programs, educational establishment "Republican Institute for Vocational Education" on the scientific and methodological support of vocational and specialized secondary education institutions "Republican House of students and professional educators" on organizational, scientific and methodological support of technical and decorative art students and employees of institutions of vocational and secondary special education;
  • Participates in the approval of candidates for positions of heads of technical and vocational institutions and specialized secondary education;
  • Contributes, within its competence, proposals for the establishment, reorganization and liquidation of vocational institutions technical and secondary special education,
  • Organizes the development and provides a duly approved vocational educational standards and specialized secondary education, model curricula on specialties and model curricula for school subjects, the release of textbooks for institutions of vocational and secondary special education;
  • Together with the establishment of "main information and analytical center of the Ministry of education," educational institution "Republican Institute for vocational education" develops and implements measures to promote the republican informational system in the field of vocational and secondary special education;
  • Planning, providing justifications for financing, projects;
  • Seminars and workshops on improving the training and development of vocational and specialized secondary education.


Local

Local government is responsible for:

  • Considering documents to obtain a license for the right to implementation of vocational and secondary special education;
  • Participates in the approval of candidates for positions of heads of technical and vocational institutions and specialized secondary education;
  • Interact with the republican bodies of state management, education departments of regional executive committees, the Committee on education Minsk city executive committee in addressing issues in the vocational and secondary special education;
  • Considers deadlines for their competence, letters and appeals received from citizens;
  • Take the necessary measures to address identified deficiencies, gives explanations and recommendations on matters falling within the competence of management.
