Central

The central government is responsible for:

  • Legislation;
  • The overall legislation and implementation of Gender equality policy;
  • Guaranteed birth grants (paid for the birth of a child) and childcare benefits (the state system of benefits for families with children);
  • Labour and employee benefits, tax benefits, housing benefits, medical and other types of benefits;
    social services for families;
  • National Council for Disability;
  • Prevention of domestic violence policies and legislation;
  • State pensions;
  • Co-ordination of 80 social service agencies;
  • Unemployment benefits;
  • Family of the Year competition.


Regional

Regional authorities are responsible for:

  • Social care services in area of responsibility;
  • Regional plan of social assistance;
  • Collaboration with the State for the implementation of the Gender Equality policy.

 

Local

Local authorities are responsible for:

  • Social care services (including orphanages, day care, elderly homes, etc.) to inhabitants of their local units;
  • Support to poor families;
  • Cooperation with the civil societies and NGOs;
  • Collaboration with the State for the implementation of the national policies on gender equality and prevention of domestic violence.
