Belarus Transport

 Central

The central government is responsible for:

  • The preparation and implementation of the overall policy;
  • Road transport;
  • Railway;
  • Waterways
  • Civil Aviation;
  • Telecommunications;
  • Monitoring frameworks across Road, Maritime, Rail and Air sectors;
  • Finance for Transport Projects and programmes.
  • Development programmes (last identified programme ran 2011-2015)
  • Research;
  • Road, rail and waterway safety;
  • Supporting a competitive market in the transport sector and entrepreneurial endeavours;
  • Prepares proposals on improving the organization of transport of passengers and goods;
  • Analyses the market for services and identifies promising directions of development of road transport;
  • Proposals for their establishment, reorganization or liquidation, as well as the improvement of data management;
  • Participates in the established order in the privatization of facilities in the field of road and urban transport;
  • Promote the development of public-private partnerships;
  • Preparing proposals, including cooperation with local executive and administrative bodies, to organize and improve the route network, "the passenger terminals, improving the quality of passenger services;
  • Participates in the development of technical regulations, standards in the field of transport activity;
  • Prepares proposals for improving statistical reporting forms in the field of road and urban transport;
  • Issuance of special permits for required activities​


Regional

Regional authorities are responsible for:

  • The development of regional infrastructure, including roads;
  • The provision of regional road services;
  • The distribution of national funds for:
    • § Rural road infrastructures;
    • § Regional transport.
  • Preparing proposals, including cooperation with local executive and administrative bodies, to organize and improve the route network, "the passenger terminals, improving the quality of passenger services;

Local

Local authorities are responsible for:

  • Urban public transport;
  •  Road infrastructure. Infrastructural issues including maintenance of roads and highways is the responsibility of local government units.
  • Preparing proposals, including cooperation with local executive and administrative bodies, to organize and improve the route network, "the passenger terminals, improving the quality of passenger services; 
  • Interacting with the local executive and administrative bodies in matters of road and urban passenger transport and on transport in the territory.
