Central level

The central government is responsible for:

  • Major national networks;
  • Highways and national roads;
  • The coordination of infrastructure networks and State works;
  • Multi-regional programmes of public works co-funded by the EU;
  • Civil ports and airports, and
  • Communications.
 
Responsible ministries/bodies

 
Regional level

Regional authorities are responsible for:

  • Public works of regional interests (highways, waterworks, etc.);
  • Ports and other infrastructure for maritime transports;
  • Internal navigation;
  • Road planning and coordination, and
  • Inter-regional roads (with the Unified Conference).
 
Local level


 

Provinces

Provincial authorities are responsible for:

  • Participation in the implementation of transport infrastructure projects;
  • Construction and maintenance of provincial roads;
  • Provincial highways;
  • Overlapping responsibilities between provinces and municipalities.

Municipalities

Municipal authorities are responsible for:

  • Participation in the implementation of transport infrastructure projects;
  • Responsibility for spatial planning and development;
  • Construction and maintenance of local roads;
  • Overlapping responsibilities between provinces and municipalities.
