Central level

 

The central government is responsible for:

  • The State foreign policy, including the right of asylum and the legal status of non-EU citizens;
  • Definition and monitoring of national immigration policies;
  • International relations, including the State relations with the European Union;
  • Coordination of Italy's participation in the European Migration Network;
  • First aid to refugees;
  • Recognition of the refugee's status;
  • Immigration, and
  • Customs, protection of national borders and international prophylaxis.

Ministry of Home Affairs – Department of civil rights and immigration.



 

Regional level


 

Regional authorities are responsible for:

  • Coordination of roles and responsibilities of local entities regarding residence permits,
  • Supervision over the operation of CIE (centres of identification and expulsion)
  • All operations regarding individual rights and interests, such as accommodation, social integrations, language and sanitary assistance.
  • International and EU relations of the Regions within the framework of the national guidelines.
