The Ministry of Education, Science and Culture is responsible for:
Youth policy
- Governing of youth affairs outside of formal education and vocational training ; and
- Youth research.
- Provides funding and support to youth organisations.
Sports policy
- Gathers information and promotes research in the field of sports;
- Provides facilities for sports practice in an outside of formal education settings.
- Establishing rules regarding safety measures in sports facilities, including supervision, and regarding sports implements and equipment; and
- The State shall operate an academy responsible for the education of sports teachers.
- Anti-doping programmes for national and international sporting competition.
The Erasamus + Youth in Action Programme provides funding for formal and informal education of young people through the Youth Association. It also provides grants for management and promotion of sports combatting racism and intolerance and doping/cheating in sports.

Municipal authorities are responsible for:

- Setting rules on the support of youth activities; and
- Local Youth Councils must be set up in order to advise municipal governments on local youth issues in their Municipality.
