The Department of Public Security and Criminal Justice within the Ministry of the Interior is responsible for:
- Implementing the law on Civil protection;
- Policy for civil protection and security;
- Issuing regulations on civil protection alert levels;
- Preparing response plans;
- Temporary service centres;
- Security; and
- Police.

Municipal authorities are responsible for:
- Fire protection;
- Civil protection committees which formulate civil protection policy and arrange civil protection activities within the Municipality;
- Examining the disaster survival capacity;
- Preparing response plans; and
- Temporary service centres.
