​​Central

Central government is responsible for:

  • The vocational and technical education of adults above 18 years old; and
  • The lifelong learning for adults supported by the General Secretariat of Lifelong Learning. 
  • The national planning for vocational education and training 
  • The certification of vocational programs and vocational tutors.
  • The certification of vocational qualifications.
  • Reviewing European policies and international and European best practices in regard to lifelog and vocational training. 
 

Regional
Regional authorities are responsible for:
  • The adaptation and preparation of programmes in order to support lifelong learning, under the guidelines and the policies of the Ministry of Education, Religious Affairs and Lifelong Learning; and
  • Exercising functional responsibilities, including the thematic specialisation of public vocational training institutes.

 

 
Local
Municipal authorities are responsible for:
  • The support of entrepreneurship and vocational training services as well as the establishment and operation of centres for vocational guidance and vocational training;
  • The implementation of lifelong learning and adult learning programmes within their respective national and regional planning;
  • The preparation and implementation of local human resource development; and
  • The development and implementation of technological development.
  • Establishment of Centres for Vocational Guidance and Vocational Training adapted to the local needs of the population especially, in rural and island areas under national and European policies
