Systems of multilevel governance[1]


A series of interim legislative texts governs the transitional phase with implications for decentralisation. Article 18 of the 2011 constitutional declaration, an interim governance entity, provides for a General National Congress holding national legislative power and comprising representatives of local councils elected by Libya's municipalities. However, the declaration makes no mention of economic regions or provinces.

The General National Congress adopted the 2012 law governing relations between local councils and the ministry responsible for local administration. The ministry has broad powers to guide the activities of local councils.
