Central 
The central government is responsible for:
- The overall definition and coordination of public health policy;
 - National Emergency Services
 - Action Plans
 - Supporting the central and regional structures to perform their duties;
 - Approve healthcare agencies and suppliers and delegate executive powers.
 - National programmes, strategies and evaluations.
 - Development of social services;
 - Programmes for physically disabled persons;
 - Chernobyl programmes: mitigating risk of health for citizens and radiation safety measures following the Chernobyl accident.
 - HIV prevention programmes;
 - Cancer prevention and diagnosis programmes.
 
 
Regional 
Healthcare service provision is primarily delivered at the regional level.
Regional administrations and district level authorities of public health are in charge of:
- Essential and other complementary services;
 - Regional health facilities, including clinics, hospitals and dispensaries;
 - Outpatient services;
 - District hospitals;
 - District polyclinics and primary care;
 - District sanitary and epidemiological stations;
 - The supervision of local level health institutions;
 - The coordination of public health activities;
 - The promotion of health;
 - The collection of data;
 - The assessment of risks;
 - The maintenance and improvement of the public health services’ quality;
 - Information provision.
 
 
Local 
Local authorities are responsible for:
- Primary healthcare;
 - Cooperation with regional structures of public health;
 - The support to the implementation of the national programmes in the public health.
