Competences (legislative and non-legislative), legal bases and policy areas where the regional parliament is active  

Legislative: The legislative competences are spelled out in Articles 148-149 of the Spanish Constitution (available here (EN)) and in Articles 9-12 of the Statute of Autonomy of the Autonomous Community of Extremadura, as amended by the Institutional Act 1/2011 of 28 January 2011 (available here (ES)). These competences include inter alia the administration of justice, cross-border and international development cooperation, agriculture, industry, hunting, international trade, health, urban planning, sport and culture. Moreover, the Regional Assembly is responsible for approving the regional budget.

Non-legislative: The Statute of Autonomy of the Autonomous Community of Extremadura (see link above) confers on the Extremadura Regional Assembly inter alia the power to promote and control the Regional Government and to appoint the Senators at the National Senate pursuant to Article 69 para. 5 of the Spanish Constitution.

There are two staff members in charge of subsidiarity scrutiny.

Subsidiarity check  
Nature (selective/systematic): Selective.
Procedure: The Regional Assembly only performs subsidiarity checks for EU draft legislation in subject matters for which the Regional Assembly has legislative competence. The procedure for subsidiarity checks is laid down in a Resolution of the President of the Regional Assembly of 13 October 2008 and in Article 102 of the Rules of Procedure of the Regional Assembly. The procedure must be completed before the end of the four-week period following receipt by the Regional Assembly of the communication from the Joint Committee for European Affairs.
Cooperation/coordination at the regional level 
 

Article 1(2) of the Resolution of the President of the Extremadura Regional Assembly of 13 October 2010 provides that European draft legislation received by the Regional Assembly shall also be sent by email to the Regional Government. Moreover, the deadline for sending the reasoned opinion to the Joint Committee for European Affairs shall be communicated. If the Regional Assembly deems it appropriate, it shall express its views on the compliance with the subsidiarity principle and inform the parliamentary groups and the members of the Bureau of the Committee for European Affairs so that this can be taken into account when drawing up the opinion to be sent to the Joint Committee for European Affairs.
Cooperation/coordination at the central level 
EU draft legislation is forwarded by the Spanish Parliament (Cortes Generales) to all Spanish regional parliaments. In turn, the latter may transfer resolutions on the infringement of the subsidiarity principle to the Spanish Parliament within four weeks. The legal basis is found in Act 8/1994 of 19 May 1994, as amended by Act 24/2009 of 22 December 2009, regulating the Joint Committee for European Affairs and bringing it in line with the Lisbon Treaty.


Cooperation/coordination at the cross-regional level 
There is some cooperation through the Conference of Presidents of the Autonomous Parliaments of Spain (COPREPA), which provides a forum for the presidents of the regional assemblies to share experiences. In order to facilitate the subsidiarity monitoring by regional parliaments and the cross-regional cooperation in this field, the Parliaments of Aragon and Navarre have published a guide for drafting opinions in the context of the early warning system (Guía para la elaboración de los dictámenes autonómicos en el sistema de alerta temprana, available here (ES). This guide was presented and discussed at the March 2011 meeting of COPREPA.


Cooperation/coordination at the EU level  
The Regional Assembly participates in CALRE (the Conference on European Regional Legislative Assemblies). Furthermore, the Regional Assembly has contacts with Members of the European Parliament and with the Committee of the Regions.
