Under the Treaty of Lisbon, transport is a policy area where competence is shared between the Union and the Member States (Article 4 TFEU).
 
The aim of the common transport policy is to remove all obstacles at the borders between Member States and to facilitate the free movement of persons and goods. The common transport policy applies to transport by road, rail, inland water-way, sea and air.
 
Its primary objectives are to complete the internal market for transport, strengthen territorial cohesion, ensure sustainable development, manage funding programmes, improve safety and develop international cooperation. It is also concerned with laying down the conditions under which non-resident carriers may operate transport services within a Member State.
 
Following the entry into force of the Lisbon Treaty, decisions in this area of policy are taken under the ordinary legislative procedure (Article 294 TFEU), after consultation of the Committee of the Regions and the European Economic and Social Committee.
