Stakeholders' consultation 31 May 2013 - Maritime spatial planning and integrated coastal managment

The CoR is organising a stakeholders' consultation on 31 May 2013, in the framework of the drafting of an opinion based on the European Commission "Proposal for a Directive of the European Parliament and of the Council establishing a framework for maritime spatial planning and integrated coastal management" (COM(2013) 133 final).

At this occasion, the rapporteur on the opinion, Mr Paul O'DONOGHUE (IE/ALDE), member of the NAT Commission and member of Kerry County Council, together with his expert, Mr Robert COLLINS, will have the opportunity to meet with representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on this opinion.   
 
The present Commission legislative proposal has the ambition of becoming an important part of Europe's Blue growth strategy by promoting maritime spatial planning and integrated coastal management as complementary tools within Member States' implementation framework. Having a horizontal approach which covers all policy areas of the Treaty on the Functioning of the European Union with an impact on coasts, seas and oceans, the operational objectives of the Directive are procedural in nature. Therefore, they require Member States to jointly develop and implement maritime spatial plans in marine waters (including their offshore waters) in view of a more efficient future spatial development and, respectively, integrated coastal management strategies within their territorial waters in order to insure integrated management of all coastal human activities.
 
During the early warning phase that expired on 13 May 2013, the European Commission received eight reasoned opinions (representing eleven votes) from national parliaments, raising subsidiarity concerns with regard to the proposal. Moreover, to this date, three contributions from regional parliaments have been uploaded on REGPEX. Although the number of 19 votes required in order to trigger a yellow card procedure has not been reached, the subsidiarity dimension of the proposal is clearly of interest to several Members States and their regions, and it would thus be very valuable to receive further input from the SMN on these issues.
