​On 28 February 2012, the working group on TEN-T pertaining to the Second Action Plan of the Subsidiarity Monitoring Network held its kick-off meeting at the premises of the CoR. The morning session of the meeting was devoted to an exchange of views with CoR members Zagar (SL/EPP); Hallikmägi (EE/ALDE) and Silberg (EE/EA) regarding a number of questions related to subsidiarity and multilevel governance in the context of the new TEN-T and CEF regulations. The afternoon session of the meeting focused on the best practices on the implementation of TEN-T policy at local and regional levels. The working group also agreed on future steps to be made in view of the presentation of its final report.
