One year after the entry into force of the Lisbon Treaty, it is time to reflect on the new context for subsidiarity monitoring from a local and regional perspective. The Lisbon Treaty has brought major novelties regarding subsidiarity, among others: the right of the CoR to bring an action before the Court of Justice on grounds of infringement of the subsidiarity principle as well as the Early Warning System, which allows national Parliaments to send reasoned opinions on subsidiarity to the Presidents of the European Commission, the European Parliament and the Council.
 
The CoR is aware of the legal and political implications of the new situation and is ready to assume its responsibility in ensuring full respect of the principle of subsidiarity during both the pre-legislative phase and the policy implementation phase. This is the very reason why the CoR is keen to explore the full potential of its Subsidiarity Monitoring Network set up in 2007. 
 
In this context, this year's Subsidiarity Conference focused on the results of the first Action Plan of the Subsidiarity Monitoring Network and on the role of regional Parliaments within the Early Warning System. A range of case studies concerning subsidiarity were presented and speakers from different key institutions were invited to reflect on subsidiarity monitoring one year after the entry into force of the Lisbon Treaty.
