The TVET Higher Council (inter-ministerial body) is responsible for:

  • Coordinating TVET.

 

The Ministry of Labour is responsible for:

  • Providing vocational training centres; 
  • Setting out legislation and strategy.

The Ministry of Education and Higher Education [H1] is responsible for:

  • Secondary Vocational Education:
  • Establishing a national qualification framework, and a standard process of curriculum development;
  • Implementing human resources development plan;
  • Managing the national training fund.

TVET in Palestine is characterised by institutional fragmentation, poor coordination; lack of cooperation mechanisms and lack of financial resources.


Local Employment and Training Councils are responsible for:

  • Coordinating local partnerships
  • Providing training for entrepreneurs and businesses

UNRWA has its own vocational training centre and provides post-secondary TVET education through its own college.

National ministries such as the Ministry of Labour and the Ministry of Social Affairs work with international bodies such as the GIZ to implement NVET programme

Although some activity takes place at local authority level, especially with international cooperation, local government does not play a dominant role in this policy area.
