Central
Energy policy is managed and regulated by the country's central ministries. The central government is responsible for:

  • Securing a supply of energy at a level of reliability, availability, efficiency and quality needed for a highly developed, modern national economy, at an optimal economic, social and environmental cost.
  • Intelligent, effective exploitation of natural resources, which will secure sustainability for an extended period and correct preparation for natural risks, with long term planning of sustainable development, by creating a scientific technological basis and using it.
  • Expansion of the supply and diversification of energy sources for the national economy and consumers.
  • Advancement of the well-being of the national energy and mining economy, while improving product quality and prices and the service provided.
  • Minimization of environmental effects created by energy facilities in the national economy.
  • Analysis of opportunities in natural resource inventories in Israel and securing their availability while conducting licensing processes and encouraging exploration and excavation activity.
  • Promotion and support of studies for expanding knowledge in soil and sea scientific fields.
  • Exploitation of fossil energy sources
  • Sustainable exploitation of raw materials for construction, paving and industry 
The Natural Gas Authority is responsible for:
  • Advancement of the physical structure of the supply, conduction and consumption system of natural gas in the most reliable and economical manner
  • Laying of the transmission system that will enable gas consumption by most major consumers and connection by distribution concessionaires
  • Laying of distribution lines in Israel
  • Setup of an information system
  • Instructing and training of personnel 
The Electricity Administration os responsible for:
  • Planning of the national electricity economy
  • Regulating the national electricity economy
  • The Electricity Law
  • Advancement of outline plans

Local

Local authorities are entrusted with the management of their own finances. As such, they are capable of carrying out reforms aimed at cutting power and water use and improving their waste management systems.[1]
Cooperation between the union of local authorities (ULAI) and the Israeli Energy Forum helped to set up the Local Sustainability Centre. This initiative was originally partly financed by the European Union and aims to help local authorities reduce their energy consumption and ecological footprint.[2]
