​Central

The Ministry of Labour, Employment, Veteran and Social Affairs is in charge of:

  • Labour law (The main sources of employment law are (i) the Constitution of the Republic of Serbia, and (ii) the Labour Act.
  • State Secretary for Labour;
  • Decision on minimal wage and average salary;
  • Safe and healthy working conditions;
  • Necessary protection at work;
  • Limited working hours, daily and weekly interval for rest, paid annual holiday, fair remuneration for work done and legal protection in case of termination of working relations;
  • Special protection for women, young and disabled people.

Law on Employment of Foreigners (Official Gazette No. 128/2014) and the Regulations on those authorized for work (Official Gazette RS "No. 94/2015), laid down new conditions for employment of foreigners in the Republic of Serbia.

 

Regional

In the AP of Vojvodina Labour and Employment is regulated by the Provincial Secretariat for Economy and Tourism responsible for implementing the Employment Strategy and Action Plan.
Responsibilities include:

  • Creation of law and policy
  • Implementation of policy and plans
  • Monitor regulations and strategy
  • Occupational Health and Strategy
  • International and regional co-operation
  • Crisis management and mediation
  • Facilitating dialogue on rights of employees and material and social position of employers.

A Local Employment Council was established in 2009.

 

Local

Local Municipalities are responsible for implementation of employment action plans through creating conducive environments for enterprise development and job creation.

Vojvodina AP is establishing Local Employment Councils to allow municipalities to develop programmes and take measures to tackle unemployment and create new jobs in their territory, in accordance with local needs and possibilities.

The objectives of the Local Employment Councils (LECs) include:

  • Improve the community development and provide funding;
  • Analyse local labour markets;
  • Develop measures to increase employment through Local Employment Action Plans;
  • Contribute to the implementation of the National Employment Strategy;
  • Stimulate entrepreneurship and create conditions for new jobs;
  • Human resource development (matching skills provision with the needs of employers);
  • Tackle unemployment, especially for disadvantaged groups.
