The Ministry of Infrastructure and Housing is responsible for:
- Defining, managing and implementing policies on transport issues:
- Providing oversight over the Institute for Mobility and Transport, in coordination with the Minister of Internal Affairs, the Minister for the Environment and Energy Transition and the Minister of the Sea, because of matters related to their respective areas;
The Ministry for the Environment and Energy Transition is responsible for urban transport and suburban passenger service
The Ministry of the Sea is responsible for
- Coordinating maritime affairs by setting and monitoring of the National Ocean Strategy,
- Maritime transport and ports, and the management of national and European funds for the sea.
The Institute for Mobility and Transport, a central administration body responsible for
- Regulating, supervising and coordinating of inland transport;
- Promoting safety and quality standards and ensuring the protection of consumer's rights.
The Bureau for the Prevention and Investigation of Aviation Accidents (GPIAA), is the Portuguese aviation accident and incident investigation authority.
Infrastructure Portugal is a public company under the Ministry of Infrastructure and Housing and the Ministry of Finance which is responsible for the design, construction, financing, maintenance, operation, rehabilitation, enlargement and modernization of road and national railway networks, including the command and control of train movements.
The Minister of Internal Affairs has the task of formulating policy in the field of road safety.

- The municipal road network;
- The regular urban and local transport network;
- Support structures for road transport;

- Same areas, under agreement with the municipalities
Parishes are responsible for
- Maintaining existing passenger shelters in the parish;
- Maintaining road signs, roads, streets and pedestrian pavements
