Central level
The Ministry
for the Family, Children’s Rights and Social Solidarity is responsible for:
- Enhancing the social well-being and
life prospects of society;
- Providing adequate and sustainable social
benefits for individuals and families in need;
- Offering quality social welfare
services;
- Promoting and safeguarding the welfare
and rights of children;
- Increasing the availability of
affordable and decent housing;
- Encouraging and supporting active ageing
through the provision of community services whilst catering for higher
dependence needs through adequate long-term residential / nursing care
facilities and safeguard equal opportunities for all persons with
disability;
- Social
welfareprovided by the following departments amongst others, Active Ageing and Community Care (AACC),
Aġenzija Sapport, The Commissioner for Children, The Commissioner for
Older Persons, The Commission
for the Rights of Persons with Disability (CRPD),
The Department of Social Security
- Social Policy;
- Social security;
- Pensions;
- Community care;
- Solidarity services;
- Inclusiveness
of persons with Disability;
- Family and child policy;
- Elderly care.
Regional level
The Regional Councils are responsible for:
- The social aspect, which includes researches and report of social impact evaluations, which report shall be made within the first year of each legislature;
- The provision of assistance to local councils within the region, including the provision of professional services in the social sector;
- The provision of assistance to local councils within the region to benefit and successfully manage programmes which are funded by the European Union.
Local level
The Local Councils are responsible for:
- Ensuring that public premises are fully accessible for citizens;
- Promotion of social policy initiatives, mainly directed towards:
- People with special needs;
- Children and young people with literacy problems;
- The elderly;
- Persons with mental health problems who are in community care;
- Promotion of social policy initiatives in the area of preventive care;
- Provision of information related to social security;
- Upkeep and maintenance of Homes for Senior Citizens, Day Centres for Senior Citizens and Night Care Centres.
