Central


Central government is responsible for:

  • Legislation;
  • Anti-trafficking measures;
  • National strategies;
  • Implementation of regulation on entry and stay in Lebanon as well as leaving the country;
  • Implementing law on occupations reserved to Lebanese nationals;
  • Regulating foreign workers;
  • Border security;
  • Readmission agreementslagreements;
  • EU-Lebanese Association agreement (including promotion of dialogue and agreement to readmit any of their nationals (whether EU Member State or Lebanon) to country of origin).
  • International Agreements;
  • Residency permits;
  • Family reunification measures;
  • Refugees are considered irregular migrants (there is no national asylum procedure), the state is therefore responsible for policies and measures treating irregular migration;
  • International agreements regarding international protection (namely the Treatment of Palestinians in Arab States), Lebanon is not party to the 1951 Convention or 1967 Protocol on refugees.

 

Regional


Governorates and districts are responsible for border security (if applicable) and implementing national policies and enforcing the law.
