  • Regulating, coordinating and monitoring the operation of the social assistance system;
  • Developing the methodology to evaluate social and economic condition of a family;
  • Approving standards for child care;
  • Analysing information on social assistance provided by local self-government bodies.
     

Social Service Agency

  • Administers the state’s social assistance social and health protection programmes and acts as the local guardianship and custody authority
  • Administers the database of socially disadvantaged families; homeless persons registered by local self-government authorities; and monetary social allowance.
  • Facilitating the provision of the following types of social assistance: a living allowance, a reintegration allowance, an allowance for foster care,an allowance for family care of a person of full legal age, non-monetary social assistance, and a social package.
  • Providing the following social services: rehabilitation of war veterans; provision of supporting equipment; support for communication of the deaf; day centres; support for community organisations; and provision of services and facilities for people with mental disorders.
  • Providing the following child care services: child adoption; alternative forms of child care; child protection; preventive measures and rehabilitation; and early child development.

Gender Equality Council within Parliament

  • Coordinates work on gender issues and
  • Monitors of the implementation of the Action Plan for the Implementation of Resolutions on Women, Peace and Security.

Office of the State Minister of Georgia for Reconciliation and Civic Equality

  • Facilitating and coordinating social-economic activities on the territory of Georgia aimed at reintegration and civil integration including gender mainstreaming activities.


Government of the Autonomous Republic of Adjara and Government of the Autonomous Republic of Abkhazia

  • Gathering and analysing information on the assistance provided by the appropriate authorities to families living in the territories; and
  • Keeping a registry of homeless persons

Local

  • Development of relevant infrastructure for persons with disabilities, children and the elderly at the facilities of local importance, including the relevant adaptation and equipping of public places and municipal transport;
  • Providing homeless persons with care facilities and registering the persons at care facilities;
  • Funding of social, cultural and sporting events;

Furthermore, the Local Self-Government Code holds that municipalities may handle on its own initiative any issues that, according to the Legislation of Georgia, do not fall within the scope of authority of another governmental body and are not prohibited by law. This may include: social assistance and other social service provision
