France Youth and Sports


Central level

The central government is responsible for:

Youth policy

  • The overall policy;
  • Education;
  • Public health;
  • The protection of minors;
  • Youth access to education;
  • Measures to promote participation in personal development programs and promotion of personal autonomy.

Sport policy

Withregards to sports, the government has established several authorities at the central level responsible for the organisation of sports in France. These include the National Federation, the National French Sport Olympic Committee, the French Paralympic and Sport Committee, the National Sports Council, the Ministry of National Education and Youth, and the Ministry of Sports. Together these bodies are responsible for the following acts:

  • The overall conduct of sport policy;
  • The organisation or control of training leading to sporting professions;
  • The awarding of diplomas;
  • The participation in the training of sport teachers who work with the disabled;
  • The development of sport for everyone, particularly towards publics that are the farthest away from sport practicing;
  • The organization of high level sports, in order to keep France's rank as one of the great sports nations;
  • The protection of sportsmen and the fight against unbearable drift like doping, violence, racism, and cheating are all forms of discrimination;
  • The promotion of the jobs issued from sports and the development of sports employment;
  • The supervision and control over sport federations (in charge of the organisation and promotion of their sport);
  • The signing of agreements with local authorities relating to competitive examinations.

 

Regional and intermediate

Regional authorities are responsible for:

Youth policy

  • Education;
  • Vocational training;
  • Providing support for research and higher education, and
  • Providing support for economic activity.

 Sport policy

At the regional level, various authorities are responsible for sports related policy, including the Regional Committee; the Regional Olympic Sport Committee; the Regional Directorate of Youth, Sport, and Social Cohesion; and the Regional Council. Together they manage funding of regional sport facilities.

  • The funding of sport facilities.

 

Intermediate level

Departmental authorities are responsible for:

Youth policy

  • Education;Control and supervision of establishments and services for children under 6 years old;
  • Approval and monitoring of families wishing to adopt;
  • Approval and monitoring of maternal and family assistants;
  • The protection of minors: child welfare, care of minors at risk, collection of information of concern, maternal and child protection, care of young feeders.

Sport policy

Numerous authorities are responsible for sports policy at the Department level, including the Departmental Committee; the Departmental Olympic Sport Committee; the Territorial Olympic Sport Committee; the Departmental Directorate on Social Cohesion; the Departmental Directorate on Protection of the Populations; and the General Council. Together they undertake the following tasks:

  • The funding of sport facilities.
  • Providing grants to clubs and associations
  • Construction, maintenance and upgrading of college sports facilities
  • Nature sports

 

Local ​

Municipal authorities are responsible for:

Youth policy

  • Education and public health;
  • The funding of reception facilities, including nurseries, child care, recreation centres etc., and
  • Insertion.

Sport policy

The Public Establishment of Intercommunal Cooperation is responsible at the local level.
