Public health
Central Government
The Ministry of Health is responsible for:
- Reforming the country's health system
- Supporting and upgrading the electronic health system (eHealth)
- Intensifying the country's presence in the international and European fora that are related to health
- Managing, training and developing healthcare professionals
- Promoting research, technological development and innovation in the field of healthcare
- The formulation of overall public health policy and legislation
- Coordinating public and private provision of medical services
- Improving the effectiveness and efficiency of public health services
- The prevention of illnesses in line with the principles stipulated by the World Health Organisation (WHO), and
- The provision of services and programmes for health promotion.
- Ensuring food safety and quality
- Preparing actions plans for the prevention and management of diseases.
- Regulating and managing the mental healthcare system
- Regulating and managing the dental healthcare system
- Ensuring the availability of pharmaceutical products and their accessibility for the patients of the public healthcare system.
Responsible ministries/bodies
Province Level
District authorities are responsible for:
The administration and coordination of central government policies at the district level in the field of public health. There are 8 district/regional hospitals.
Local SAA
Municipalities are responsible for
- the cleaning and the hygiene of the municipality;
- Controlling the hygiene conditions of foodstuffs and liquids intended
for human consumption, and
- Controlling the hygiene conditions of the facilities in which such
products are prepared or/and served
- ensuring the disposal of any foodstuff that present risks for the
public health;
- the regulation and banning of professional activities and professions
that might entail;
- The construction, maintenance and operation of public baths,
lavatories and other sanitary installations.
- To ensure the sanitation of water inside swimming pools and swimming
tanks
- Ensure the hygiene of the above facilities.
Communities are responsible
for:
- the cleaning and the hygiene of the community
- the cleaning and hygiene of the community’s water-supply facilities
- The construction, maintenance and operation of public baths,
lavatories and other sanitary installations
- the regulation and banning of professional activities and professions
that might entail health risks
- ensuring the establishment of graveyards according to the state’s sanitary
requirements
- To ensure the sanitation of water inside swimming pools and swimming
tanks
- Ensuring the hygiene of the above facilities
- Ensuring the sanitation of all building and facilities that have been
used by individuals suffering from contaminating diseases.
- To undertake public projects that protect and
maintain public health.
