Central
Central government is responsible for:
- Overall employment and labour policy;
 - Implementation of the Law on New Labour, 2014, which saw to an easing of employment protection (from previously being one of the strictest policies in Europe);
 - Regulation of terms of employment;
 - Labour market and active employment policy;
 - Social partnership and relations with trade unions and employers' associations;
 - Improvement of the system at work;
 - Pension insurance system and policy;
 - Unemployment benefits;
 - Monitoring frameworks and compliance assessments on EU regulations;
 - Labour status of Croatians employed abroad, their return and employment in the country;
 - Working status of foreigners employed in Republic of Croatia. 
 
 
Regional
Regional authorities have responsibilities to:
- Establish a regional economic and social committee (a consultative body for tripartite cooperation);
 - Establish a regional development agency;
 - Keep records and issue certificates of unemployment etc., mediate between employers and persons seeking jobs, monitor the needs of workers;
 - Organise and implement, independently or in cooperation with social partners, educational institutions and other legal persons, vocational guidance and education programs and other forms of active employment policy;
 - Cooperate with educational institutions;
 - Monitor the implementation of education programs;
 - Carry out the employment of Croatians abroad and protect their rights;
 - Submit to the Government of the Republic of Croatia and to the Economic and Social Council once a year a report on the work of the Institute.
 
Local
Local authorities have responsibilities for:
- Establishment a local economic and social committee (a consultative body for tripartite cooperation);
 - Employment intermediary;
 - Monitoring and updating data on unemployed persons;
 - Implementing active employment policy measures and conducting vocational training;
 - Advocating and protection of temporarily unemployed persons;
 - Sharing information about the unemployment rate at the local level.
