"Partnership Agreements" Survey

Towards the end of 2012, the Commission published position papers on each Member State's progress on the Partnership Agreement and programmes for the 2014-2020 period. The conditions for the partners' involvement in preparing and implementing the 2014-2020 Partnership Agreements and programmes were laid down in the Delegated Regulation on the European code of conduct on partnership (ECCP). 

 
The Partnership Agreements are a vital opportunity to coordinate all of the policy levers available at national and sub-national level, with a view to achieving the Europe 2020 goals and targets. The Committee of the Regions called on all relevant stakeholders in the drafting process to comply with the ECCP and to participate fully in it. This survey is intended to check compliance with the partnership principle in the preparations for the Partnership Agreements between the EU Member States and the European Commission for the 2014-2020 period. In particular, it aims to monitor the involvement of local and regional authorities in the consultation and drafting process.
