The 2011 Growth Survey kickstarted for the first time the so-called "European Semester", set by the European Council to strenghten economic policy coordination withing the EU. The Annual Growth Survey reports on trends and policies at the macroeconomic, employment and structural reforms fields. The annual Progress Report on Europe 2020 is a cornerstone of the AGS. Stressing that "action by MS is needed in 2011-2012 'to avoid a slide into sluggish and job-poor growth (the "lost-decade scenario")", the Commission sets 10 priority action to be implemented.
To achieve Europe 2020 goals and targets, more efforts are needed by all government tiers working in partnership, which shows once again how helpful is the CoR proposal of Territorial Pacts.
