Cerdanya Cross-Border Hospital EGTC

​The Cerdanya Cross-Border Hospital EGTC results from a partnership between France and Spain. It serves the Cerdanya and Capcir region, on the Pyrenees border, between Catalonia (Spain) and Occitanie (France).

This EGCT was created to build and jointly manage the Cerdanya Hospital, which opened in September 2014.


The legal tool of the EGTC allowed the establishment of a management body, which is tackling multi-level governance, supporting the bridging of administrative differences between France and Spain (Catalonia).

 

Review of activities in 2019


Tasks

The immediate added value of the building of this hospital is that it provides access to specialised healthcare to the French population (14,500) of the Cerdan plateau. Previously, this population had no access to the existing Spanish hospital across the border and had to travel 105 km to Perpignan to access specialised care. The existence of the cross-border hospital fosters improvements in research and innovation, employment and mobility and social inclusion.

The creation of the cross-border hospital contributed to the employment strategy by retaining/attracting young professionals, particularly in nursing and healthcare jobs, which is in line with the objectives of the Europe 2020 strategy.

The EGTC itself represents joint management of the public healthcare service through the French and Spanish (Catalan) healthcare authorities.

The EGTC does foster the development of joint strategies for economic growth, social cohesion and sustainability by participating in the creation of a cross-border paediatric healthcare facility, which has been under construction since summer 2016. Plans for a geriatric facility are also underway.


Challenges or issues

The EGTC has reached the fifth year of its launching and stabilisation plan. From this moment on, the managing bodies will reassess the terms and conditions of its joint operation and financing according to the institutions Strategic Plan.

Staff (in FTE)

In 2019, the hospital keeps to its approved workforce limit of 195 FTE. Approximately 40% of these were new hires, and 60% were already employed by the old hospital in Puigcerdà, decommissioned in 2014.
